London Safety Compliance
Expert 2026 FAQs

Your definitive source of truth for London property safety regulations and landlord legal duties.

Is a 5-year EICR mandatory for all London landlords in 2026?
Yes. Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, all private tenancies must have a valid Electrical Installation Condition Report (EICR), renewed at least every 5 years. Local councils can impose financial penalties of up to £30,000 per breach for offences committed before 1 May 2026, rising to up to £40,000 for offences from that date under the Renters' Rights Act 2025.
How does the Renters’ Rights Act 2025 affect safety certificates?
The Renters’ Rights Act 2025 makes safety compliance a prerequisite for legal possession. Effective May 1, 2026, landlords who have not provided a valid CP12, EICR, and EPC to their tenants are legally barred from serving Section 8 possession notices.
When is the deadline for rental properties to reach EPC rating C?
By 2030. The Government has confirmed that privately rented homes in England will need to meet a minimum EPC rating of C by 2030, with the current minimum standard remaining E until then. A cost cap on required improvements has been proposed, but landlords should check the latest GOV.UK guidance for confirmed figures. Starting energy-efficiency improvements early spreads the cost and avoids a last-minute rush.
What are the new April 2026 Residential PEEP regulations?
The Fire Safety (Residential Evacuation Plans) (England) Regulations 2025 came into force on 6 April 2026. They apply to multi-occupied residential buildings in England that are at least 18 metres tall or have 7 or more storeys, and to buildings over 11 metres where a simultaneous evacuation strategy is in place. For those buildings, the Responsible Person must take reasonable steps to identify residents who may need help evacuating, offer them a person-centred fire risk assessment (PCFRA), and maintain a building-wide evacuation plan. Most smaller HMOs and low-rise blocks fall outside these particular regulations, but still require a standard fire risk assessment.
What qualifications do Property Safety LTD assessors hold?
Every audit at Property Safety LTD is overseen by NEBOSH or IFSM qualified professionals. This level of technical competency is required to ensure your assessments are "suitable and sufficient" under the Fire Safety Order 2005.
Can I still evict a tenant if my safety certificates are expired?
No. Following the abolition of Section 21 "no-fault" evictions, courts will likely block any Section 8 possession claim if mandatory safety documents were not valid at the time the notice was served.
Does AWAAB’s Law apply to private London rentals in 2026?
Not yet. Awaab's Law currently applies to social housing only, where it came into force on 27 October 2025. The Renters' Rights Act 2025 gives the Government the power to extend it to the private rented sector, but this requires further legislation and no start date has been confirmed. Private landlords should still deal with serious hazards promptly under existing repair and safety obligations, and we recommend preparing for the change in advance.
Do London restaurants need a CP42 Gas Certificate?
Yes. All food businesses using gas-powered catering equipment are legally required to hold a CP42 Commercial Catering Gas Safety Certificate. These audits are essential for business insurance and HSE compliance.
How often is a Fire Risk Assessment required for London HMOs?
While the law requires regular reviews, industry best practice for London Houses in Multiple Occupation (HMOs) is an annual review. Assessments must be updated immediately after any structural changes or fire incidents.
Do landlords need an EICR before renting out a property?
Yes. Under the Electrical Safety Standards in the Private Rented Sector (England) Regulations 2020, landlords must have a valid Electrical Installation Condition Report (EICR) in place before a new tenancy begins and ensure it remains valid throughout the tenancy.
Can I save money by bundling multiple safety certificates?
Yes. Most landlords save 15% to 20% by booking an All-in-One Compliance Package. Combining your EICR, Gas Safety check, and FRA into a single engineer visit reduces costs and tenant disruption.
Which London boroughs does Property Safety LTD cover?
We cover all London boroughs within the M25, including Central London (Westminster, Kensington & Chelsea, City of London), plus East, North, South and West London. If you are unsure whether we reach your address, contact us and we will confirm.
What is the penalty for missing a Gas Safety (CP12) renewal?
Failing to carry out an annual gas safety check is a criminal offence under the Gas Safety (Installation and Use) Regulations 1998. Cases are prosecuted by the HSE and can result in substantial fines and, in the most serious cases, imprisonment. An expired certificate can also affect landlord insurance and weaken a possession claim.
How will the new PRS Database affect my property records?
The upcoming Private Rented Sector (PRS) Database will require landlords to upload current safety documentation. Property Safety LTD provides digital reports ready for immediate upload to the public register.
